Licensing & Regulatory Support

MJW's Senior Staff members have broad consulting experience with both nuclear and nuclear-related industrial clients and the U.S. Department of Energy. This
consultation has been based on existing and/or pending regulations/legislation and has taken into account the recommendations of national scientific groups
(NCRP, ANSI) and international organizations (ICRP, IAEA). Our specialties include regulatory compliance, hazardous, radioactive and mixed waste management,
and site characterization.
MJW has extensive experience with regulatory compliance at both the Federal and State levels. We have performed a number of regulatory-based audits at DOE and nuclear facilities alike.
Our staff has been involved in DOE Remedial Action programs including FUSRAP, UMTRAP, SDMP, and the demonstration projects at WVDP and WIPP. Our consultants have managed
compliance programs per the Clean Air and Clean Water Acts, and have successfully negotiated permits required by these laws. We have also managed numerous programs for
complying with RCRA, the New York Hazardous Waste Regulations, CERCLA, SARA Title III, FIFRA and TSCA. Our staff also has extensive experience with radioactive material
regulations of the NRC.
Relevant experience dealing with New York State regulations involves the New York State Departments of Labor, Health and Environmental Conservation (12 NYCRR 38, 10 NYCRR
16 and 6 NYCRR 380, respectively) all of which have focused radiation protection regulations. Other work activities have involved research into and use of the radiation protection
regulations of several other states including but not limited to Ohio, New Jersey, Pennsylvania, Illinois and Missouri.
MJW also has relevant experience in dealing with 40 CFR Part 61, the EPA's National Emission Standards for Hazardous Air Pollutants (NESHAPs). Our staff has prepared several
air permits for new and existing ventilation systems at DOE facilities and industrial sites. In addition, determinations have been made for several clients with regard to 40
CFR 302 for "Reportable Quantity Adjustment - Radionuclides". This EPA regulation provides the rules for reporting releases of radionuclides to the National Response Center
under Section 103(a) of CERCLA.

MJW recognizes the concerns and importance of environmental matters as they relate to both large and small commercial purchases or property transfers. Owners are
increasingly liable for cleanup of contaminated properties. Laws and regulations governing control and mitigation of liability for property owners
are abundant and complicated. MJW personnel are experienced in identifying the risks and performing due diligence activities. MJW personnel understand the laws
and regulations affecting liability such as CERCLA, SARA, RCRA, Clean Air and Water, and TSCA. MJW is especially experienced in assessments that involve
radiological contamination.
MJW personnel are experienced in conducting site audit activities in accordance with published guidelines. We provide our clients with meaningful reports that not only
discuss the "as-found" condition but also address areas of concern relative to existing and pending regulations.
In addition, because MJW's personnel all have many years of experience in a wide variety of operating facilities, we can provide an assessment of facility operations,
management and capital equipment status - all critical elements in the decision-making processes for the acquisition of a commercial enterprise.
